The Caelian Empire is the single greatest and longest standing political entity in the recorded history of Cruseryx. Established over five millennia ago, it has endured through ages of conquest, reform, and prosperity, standing as the foremost bastion of law, order, and civil unity upon the continent.

Founded upon the unification of the early Caelian kingdoms, the Empire was formally proclaimed under Carridus Scarro II, who first assumed the imperial title of ''Imperius''. Since that declaration, the Empire has remained under the continuous rule of House Scarro, whose dynasty predates the Empire itself and traces its lineage to the earliest Kings of Caelia.

While the structure of governance has evolved over the centuries, most notably through the rise of the Imperial Senate and the codification of regional autonomy, the authority of the Crown remains the symbolic and stabilising core of the realm. The Emperor serves as guardian of imperial continuity, supreme commander of the Imperial Legion, and final arbiter in matters of existential consequence.

In the present age, the Caelian Empire spans the entirety of the known continent, encompassing diverse regions united by a common tongue, shared institutions, and a deeply entrenched legal tradition. Its longevity is widely attributed to a careful balance between central authority and regional self-governance, a system refined across centuries of experience and preserved through the enduring stewardship of House Scarro.

The Imperial Royal Family of Caelia, House Scarro, has ruled the Empire in continuous succession since the founding of the Kingdom over five millennia ago. From the early Kings of Caelia to the present Imperial line, the dynasty has served as the enduring symbol of unity, legitimacy, and sovereign continuity across the continent.

While governance of the Empire’s daily affairs rests largely with the Imperial Senate, the Emperor remains the ultimate guardian of imperial stability, commander of the Imperial Legion, and arbiter of extraordinary mandate in times of crisis. Throughout history, House Scarro has weathered succession disputes, political reform, and shifting eras of expansion and peace, emerging as one of the longest-standing ruling dynasties in recorded history.

In the current age, the Imperial Household is deliberately small and tightly regulated, reflecting centuries of reform intended to preserve dynastic clarity and prevent factional fracture. The Royal Family continues to embody the covenant between Crown, Senate, and people that defines the Caelian Empire.

The High Table of Caelia is the oldest continuous governing forum within the Caelian state, predating the formal establishment of the Imperial Senate. Though no longer a legislative body in the modern sense, the High Table remains one of the most symbolically significant institutions in the Empire.

It serves as a forum of sovereign counsel, strategic discourse, and ceremonial legitimacy.

The Deliberative Authority

While sovereign authority rests with the Emperor of House Scarro, the Senate governs the majority of civil, economic, and administrative affairs, reflecting the Empire’s long-standing constitutional balance between Crown and representation. Through its regional voting blocs and structured debate, the Senate serves as both political engine and stabilising counterweight within the imperial framework.

Review Chambers of the Senate

The Review Chambers are permanent bodies within the Senate, each tasked with the examination, interpretation, and oversight of a specific domain of imperial function.

Composed of appointed Senators and supported by legal scholars and specialist advisors, the Chambers ensure that all instruments of the Empire operate within the bounds of law, doctrine, and stability.

They do not issue direct command. Instead, they shape outcomes through review, recommendation, and escalation, exerting influence across every branch of the Imperial Administration.

The Review Chamber of Civic Order

The Review Chamber of Civic Order oversees the systems that sustain daily life across the Empire.

It concerns itself with welfare provision, education, urban development, and infrastructure, ensuring that the Imperial Civic Branch maintains stability across all Dominium regions.

The Chamber is particularly attentive to signs of systemic strain, regional neglect, or administrative inefficiency, and may recommend intervention where civic order begins to falter.

The Chamber is particularly concerned with monopolistic behaviour, supply disruption, and economic imbalance that may threaten broader stability.

Its work focuses on preparedness, sustainability, and the efficient use of imperial resources in support of military strength.

Its authority is broad, and its processes are often opaque, reflecting the sensitivity of its mandate.

The Grand Review Chamber

The Grand Review Chamber stands above the other Chambers as the Senate’s highest body of integrated deliberation.

It is convened to address matters that span multiple domains, resolve conflicts between Chambers, and provide unified guidance on issues of exceptional importance.

Its membership is drawn from senior Senators, often including representatives from multiple Chambers, and its proceedings carry significant weight within both Senate and Administration. The Grand Review Chamber is typically chaired by the Imperial Chancellor, or Lord-Viceroy in their absence.

The Executive Authority

The Imperial Ministry for War is the highest military authority within the Caelian Empire, charged with the strategic defence of the realm and the preservation of imperial sovereignty. While the Empire’s semi-autonomous regions maintain their own militias and defensive forces, the Ministry for War oversees those matters which threaten the Empire as a whole.

The Ministry is led by the High Strategos, an office confirmed by the Imperial Senate but appointed under the authority of the Emperor. In times of declared Imperial Mandate, the Ministry answers solely to the Emperor.

The Ministry oversees two principal arms: the Imperial Legion and the Imperial Navy.

The Imperial Legion is the central standing army of the Caelian Empire and the only military force that answers directly and exclusively to the Emperor.

Unlike regional militias, which are raised, funded, and commanded at the Dominium level, the Legion is a permanent professional force. It is organised into numbered Legions, each composed of cohorts and centuries under the command of a Legate.

For much of the Fourth Age, the Legion has remained largely uncommitted to major continental conflict, serving instead as a strategic deterrent and rapid-response force for extraordinary threats. Its deployment is widely regarded as a sign of grave imperial concern.

The Imperial Navy is responsible for the defence of the Empire’s maritime borders, trade routes, and navigable waterways.

Operating from fortified ports across the Coastal Protectorate and allied territories, the Navy conducts regular patrols, suppresses piracy, monitors naval incursions, and provides escort to vital commercial convoys.

While administratively overseen by the Ministry for War, the Navy coordinates closely with the Imperial Trade Authority to ensure the uninterrupted flow of commerce throughout the Empire.

The Imperial Bank serves as the central financial authority of the Caelian Empire. It regulates imperial taxation, standardises currency, manages state reserves, and sets official interest rates for sanctioned lending.

Each Dominium contributes taxation revenue to the Imperial Treasury according to codified assessment structures. These funds are redistributed to sustain imperial infrastructure, military maintenance, and civil institutions.

The Bank maintains regional fiscal offices and employs Imperial Auditors to ensure transparency and compliance. Its policies are subject to Senate oversight, though its daily operations are conducted independently to preserve financial stability.

The Imperial Development Bureau is tasked with the equitable redistribution of imperial funds to foster infrastructure, economic growth, and civic stability across the Empire.

Through grants, development bonds, and emergency allocations, the Bureau finances roads, aqueducts, public works, agricultural enhancement, and urban expansion projects.

Requests for development funding are submitted by regional Senators and reviewed by the Bureau’s Allocation Council, ensuring that imperial prosperity is shared across all territories.

The Imperial Trade Authority regulates commerce within and between the Empire’s regions. Its purpose is to maintain fair trade practices, prevent monopolistic exploitation, and resolve commercial disputes that cross Dominium borders.

The Authority enforces standardised trade laws, maintains licensing registers, and oversees guild accreditation. It works in close cooperation with the Imperial Bank and regional merchant councils.

In maritime matters, it coordinates directly with the Imperial Navy to ensure safe passage of goods.

The Imperial Court of Justice is the supreme judicial body of the Caelian Empire.

While most legal matters are handled at provincial and Dominium levels, the Imperial Court adjudicates cases involving:

The Court is presided over by the Grand Justiciar, supported by a High Tribunal of appointed magistrates.

Imperial Care System

The Imperial Care System provides structured welfare to citizens of the Empire who are unable to sustain themselves due to age, disability, or service related injury.

Funded through imperial taxation, the Care System administers stipends, veteran pensions, and civic health initiatives. Its purpose is to preserve social stability and uphold the Empire’s duty to its people.

Regional offices coordinate with local authorities to ensure equitable distribution of assistance.

Imperial Educational Authority

The Imperial Educational Authority standardises and supervises education throughout the Empire.

It establishes curriculum guidelines, funds regional academies, and oversees institutions of higher learning. Particular emphasis is placed upon civic literacy, legal awareness, and the teaching of the common imperial tongue.

The Authority works closely with the Royal Colleges in matters concerning arcane education and magical aptitude.

Imperial Integration Authority

The Imperial Integration Authority assists citizens relocating between regions of the Empire.

Its offices provide legal guidance, cultural orientation, and mediation services to ensure smooth integration into new Dominium jurisdictions. This institution supports the Empire’s longstanding commitment to interregional unity.

Imperial Bureau for Housing & Urban Development

The Imperial Bureau for Housing & Urban Development oversees urban planning and expansion, with particular focus on the Grand City of Caelia.

Its responsibilities include district development, public housing initiatives, structural regulation, and the maintenance of habitable standards within densely populated regions.

Civic Engineering Division

Imperial Resource Development Institution

It oversees mining operations, agricultural expansion, and material refinement processes. In newly discovered deposits, it establishes extraction protocols to ensure efficiency and sustainability.

The Imperial Sect of Technology governs the research, development, and controlled application of innovation across the Empire.

Operating with a degree of intellectual autonomy, the Sect is tasked with advancing civic infrastructure, material sciences, and military engineering, ensuring that technological progress serves imperial stability above all else. Its authority extends beyond invention to regulation. All sanctioned innovation, from construction methodologies to advanced systems of war, is developed, tested, and distributed under its oversight.

The Sect maintains several specialised divisions dedicated to civil advancement, material development, and applied military engineering, working in coordination with other branches of the Imperial Administration where required.

It also holds direct authority over the Ministry for Anima Development, which governs the creation and regulation of Anima, mechanical vessels capable of autonomous function or, in more advanced cases, the housing of a bound mortal soul.

Through this Ministry, the Sect oversees one of the most sensitive domains within the Empire, the intersection of technology, identity, and the soul itself.

The Department of Royal Mages is the Empire’s foremost authority on all matters arcane.

Distinct by virtue of its pre-Imperial origins, the Department was absorbed into the Empire rather than created by it, and retains traditions and doctrines older than imperial rule.

It oversees the study, regulation, and controlled application of magic across the Empire. Its responsibilities extend beyond education to include practitioner licensing, artifact containment, and advisory functions to both Senate and Crown.

At its core are the Royal Colleges of Magic, each dedicated to a recognised discipline and responsible for shaping the practice and philosophy of their field. Though unified in structure, the Colleges maintain strong internal identities and rivalries.

Beyond the Colleges, the Department governs arcane regulation, anomaly investigation, and the maintenance of registries tracking both practitioners and magical objects.

Central to its authority is the Arcane Artifice Authority, which regulates the creation and registration of magical items, ensuring that arcane power remains controlled and traceable.

The Vigil Cohort

The Vigil Cohort is the innermost protective and operational body serving the Emperor of Caelia. Unlike the Ministry for War, the Vigil Cohort does not answer to the Senate, nor does it operate within conventional military command structures. Its existence is formally acknowledged but seldom publicly detailed.

The Cohort is composed of four distinct divisions, each fulfilling a specialised role in the preservation of the Emperor and the stability of the Empire.

Structure of the Vigil

Vigil Draconis

The Vigil Draconis consists of a small brood of Gemstone Dragons pledged to the protection and strategic counsel of the Emperor. These dragons are traditionally said to be provided under the direct authority of Bellisantrax, Matron of the Celestial Isle.

Though rarely seen publicly, the Vigil Draconis serve as aerial guardians, arcane stabilisers, and emissaries in matters involving draconic or extraplanar concern. Their presence is widely regarded as both symbolic and practical affirmation of the ancient covenant between House Scarro and the draconic lineage.

Vigil Magus

The Vigil Magus is a secretive sect of mages selected from across the Royal Colleges. Members are chosen through undisclosed criteria and swear direct fealty to the Emperor. These individuals operate independently of the Department of Royal Mages, focusing upon matters of high arcane sensitivity, artifact containment, metaphysical anomalies, and magical threat assessment.

Their membership is neither publicly recorded nor formally acknowledged within standard College registers.

Vigil Praetorius

The Vigil Praetorius serve as the Emperor’s personal guard.

Uniquely among imperial forces, the Praetorians are composed entirely of Anima, mechanical bodies housing the souls of ancient Legionnaires who fell during the Second Primordial War. Bound by oath and memory, they stand eternal watch within the Imperial Palace. Their loyalty is regarded as absolute, their discipline unwavering.

The existence of the Praetorians represents one of the most solemn memorials to the sacrifices of the Primordial War.

Vigil Oculatus

The Vigil Oculatus is the most secretive division of the Cohort. Operating beyond the knowledge of most imperial ministries, its members act as observers, infiltrators, and silent arbiters in matters deemed too sensitive for conventional enforcement.

Members of the Vigil Oculatus abandon their birth names upon induction. Each assumes a title, symbolising vigilance and perception.

It is widely believed that the Vigil Oculatus operate in cells and report directly, and exclusively, to the Emperor.

Authority and Oversight

The Vigil Cohort does not fall under the jurisdiction of the Imperial Senate, Ministry for War, or Department of Royal Mages. Its authority is derived solely from imperial prerogative.

Active intervention of the Vigil is rare and typically associated with matters of existential, divine, or sovereign threat.

Historical Context

The precise date of the Cohort’s formation is disputed, though most scholars attribute its formal consolidation to the aftermath of the Second Primordial War.
