Composition of the Imperial Senate
The Imperial Senate is composed of Senators representing recognised Dominium and regions throughout the Caelian Empire and its allied territories. For purposes of governance, Senators align into regional voting blocs. While each Senator retains individual speaking rights, legislative passage is typically determined by bloc majority.
Each bloc acts as a political coalition, often coordinating internal policy before presenting a unified stance in broader Senate debate.
The current Chancellor of the Imperial Senate is Marillius Vistus.

Voting Procedure
Legislation introduced before the Senate is debated by individual Senators, but passage is typically determined by bloc majority alignment. While blocs are not legally required to vote as a unified body, longstanding custom and regional loyalty often result in coordinated decision-making.
In matters of extraordinary consequence, such as the granting of Emergency Powers or Imperial Mandate, supermajority support across blocs is required.
Political Dynamics
While the Imperial Senate governs daily affairs of the Empire, the relative strength of each bloc fluctuates according to economic influence, military necessity, and regional stability. Historically, no single bloc has maintained dominance without coalition-building. As such, diplomacy between blocs is considered the foundation of imperial governance.
