The Imperial Ministry for War stands as the highest military authority within the Caelian Empire, entrusted with the defence of the realm and the preservation of imperial sovereignty. Though the dominions of the Empire maintain their own militias and regional forces, these are matters of local governance. The Ministry concerns itself only with threats that rise beyond borders, beyond politics, and beyond the capacity of any single province to endure.

The Ministry is led by the High Strategos, an office confirmed by the Imperial Senate and appointed under the authority of the Emperor.

In times of stability, the Ministry serves in an advisory capacity, its voice carried through the Senate and the High Table, offering strategic counsel, projections of conflict, and assessments of emerging threats.

The Ministry is only permitted to proactively engage upon the Emperors approval. Once this approval is given, the Ministry is granted full strategic discretion in the execution of that will, empowered to wage war as it deems necessary. In such moments, it governs itself in all matters of military conduct, answerable only in retrospect.

Whilst the Ministry has imperial prerogative to act in whatever capacity is necessary, all actions taken under mandate remain subject to senatorial review, and the weight of that judgment is neither symbolic nor easily dismissed.

Mandate and Authority

The Ministry exists within a narrow but absolute boundary:

  • It does not initiate war
  • It does not act without imperial sanction
  • It does not answer to regional command

But once called upon:

  • It determines strategy without interference
  • It commands all centralised forces of the Empire
  • It executes war to its conclusion

Principal Arms of the Ministry

The strength of the Ministry is expressed through two permanent and centralised forces, each distinct in purpose, yet unified in loyalty.

The Imperial Legion

The Imperial Legion is the standing army of the Caelian Empire, and the only land force that answers directly and exclusively to the Emperor.

Organised into numbered Legions, each force is divided into cohorts and centuries, commanded by Legates whose authority is derived not from territory, but from imperial command alone.

  • A permanent, professional force, maintained at all times
  • Deployed only under direct authority of the Ministry
  • Regarded across the Empire as a symbol of final escalation

For much of the Fourth Age, the Legion has remained largely uncommitted to open continental war. Its presence alone serves as deterrent enough.

The Imperial Navy

Where the Legion holds the land, the Imperial Navy commands the waters that bind the Empire together.

Charged with the defence of maritime borders, trade arteries, and navigable waterways, the Navy ensures that distance does not become division.

Operating from fortified ports across the Coastal Protectorate and allied territories, its fleets are a constant, watchful presence upon the seas.

  • Conducts patrols across imperial waters
  • Suppresses piracy and monitors foreign incursions
  • Escorts vital trade convoys between dominions

Though it falls under the authority of the Ministry for War, the Navy maintains close coordination with the Imperial Trade Authority, recognising that commerce is as vital to the Empire’s survival as conquest.

Sub-Offices of the Ministry

Beneath the High Strategos, the Ministry is divided into a number of permanent offices, each responsible for a distinct aspect of imperial warfare.

These offices do not command armies in the field, but shape the conditions under which those armies fight.

The Office of Grand Strategy

The foremost advisory body within the Ministry, tasked with the long view of war.

It studies borders that have not yet been contested, enemies not yet revealed, and conflicts that may never come to pass.

  • Produces strategic projections and threat assessments
  • Advises the Senate and High Table during times of peace
  • Forms the initial framework for all imperial campaigns

The Office of Musters and Provision

War is not won by blades alone, but by the certainty that those blades are supplied.

This office oversees the logistics of imperial warfare, ensuring that when the Legion marches, it does so without interruption.

  • Coordinates supply chains across dominions
  • Maintains armories, reserves, and transport networks
  • Manages requisition of resources under imperial mandate

The Office of Naval Command

Though the Navy operates as a principal arm, its strategic coordination is maintained through this office.

It ensures that maritime operations remain aligned with broader imperial objectives.

  • Directs fleet deployments and long-range patrol routes
  • Oversees shipbuilding and port fortification
  • Integrates naval strategy into continental campaigns

The Office of War Doctrine

This office concerns itself not with present war, but with how war is understood.

It defines the principles by which the Empire fights, studies past campaigns, and refines the doctrines that guide future ones.

  • Records and analyses all major engagements
  • Develops tactical and strategic doctrine
  • Oversees training standards of Legion command

The Office of Extraordinary Threats

Rarely invoked, and seldom spoken of in detail.

This office exists for wars that do not resemble war as it is commonly understood.

  • Advises on conflicts involving non-conventional forces
  • Prepares contingencies for existential threats
  • Maintains sealed records and restricted strategies
